Our Founder and Lead Strategist, Rachel M. Wallace, has been an independent policy and strategy consultant with various organizations and political/issue campaigns for nearly a decade. Below is a snapshot of key projects to date.

  • Conducting a higher education audit and impact investment report using qualitative and quantitative tribal program data.

  • Delivered the keynote address and facilitated a workshop on supportive services for reintegration of tribal members from the juvenile/criminal legal systems at the 2025 Staff Day.

Fort Mojave Indian Tribe

  • Drafted legislation and local policy initiatives related to fair wages for incarcerated workers in several states, counties, and federally.

  • Managed the National, California, and Los Angeles Living Wage for All coalitions, which aim to advance wage increases for all workers.

One Fair Wage

  • Co-facilitated 2 virtual strategic planning sessions with 15 ACLU of Nevada employees.

  • Co-developed a 3-year strategic plan for the organization’s staff and board members.

ACLU of Nevada

  • Served as the Organizing Director for a Black voter mobilization effort to reinstate affirmative action in California.

  • Led recruitment and virtual training for 100+ volunteers and led text bank outreach to 350,000+ voters.

  • Organized two online rallies during the COVID-19 pandemic featuring local community leaders and elected officials.

Yes on Prop 16

  • Conducted a landscape analysis of juvenile and adult restitution practices and outlined opportunities for reform.

  • Provided recommendations for future research and strategic impact investment.

Arnold Ventures

First 5 California

  • Served as the census outreach liaison to community partners in all 12 Bay Area counties

  • Conducted trainings and facilitated meetings with families/partners on the 0-5 census count

  • Collaborated with My Black Counts on statewide census outreach strategy

Our Founder has co-led several legislative advocacy campaigns in California and across the South as both a full-time advocate and contract consultant. Below is a partial list of bills she has contributed to, organized by subject and state.

Wages for Incarcerated Workers:

  • California

    • AB 247 (Bryan, 2025-2026) - Addresses pay parity among firefighters in California by increasing wages for incarcerated firefighters while they are actively fighting a fire.

    • AB 248 (Bryan, 2025-2026) - Removes the maximum wage of $2.00 per 8-hour shift for incarcerated workers in county jails, allowing counties to set their own equitable wages for incarcerated workers under their jurisdiction.

Parole, Rehabilitation, and Release:

  • California

    • AB 622 (Kalra, 2025-2026) - Requires the application of all relevant CDCR credits to reduce the minimum term or minimum period of confinement of a person imprisoned under one or more life sentences.

 

Youth Fees and Fines:

  • Louisiana

    • HB 216 (Duplessis, 2021) - Ends the assessment and collection of juvenile fees for youth and families in the state of Louisiana. 

  • Arkansas

    • SB 455 (Clark, 2021) - Eliminates court-ordered fees and fines for youth and families in the state of Arkansas.

    • HB 1754 (Hodges, 2023) - Eliminates court-ordered fees and fines for youth and families in the state of Arkansas.

  • Tennessee

    • SB 2172 (Akbari, 2022) - Ends fees and fines for families with youth involved in the juvenile and criminal legal systems and cancels outstanding debt and collateral consequences.

    • SB 0889 (Akbari, 2023) - Ends fees and fines for families with youth involved in the juvenile and criminal legal systems and cancels outstanding debt and collateral consequences.

 

Youth Restitution:

  • California

    • AB 1186 (2023-2024) - Repeals youth restitution fines, waives uncollectable youth and adult restitution fine debt that is over 10 years old, eliminates wage and trust garnishment for youth, and ends joint and several liability for youth.
